PUBLIC PARTICIPATION PROCESS
A very important part of the EIA process is the Public/Stakeholder
Participation Process. This process must form part of an applicant’s
submissions to the relevant authorities, whereafter the merits of
the application are then adjudicated by the relevant authorities.
The main focus of the Public/Stakeholder Process is to create a
forum where Stakeholders as well as Interested and Affected Parties
(I&AP’S) are:
• Informed about developments, which may have a direct impact
on them, and
• Provided with an opportunity to raise their concerns and
give their inputs.
All stakeholders and I&AP’s were identified by means
of newspaper adverts, direct contact with previously identified
IAPs and posters in the area of the dam. IAPs included businesses,
residents, riparian landowners, institutions and community organisations
within the affected area that have an interest in the project. In
order to be registered as an IAP, a person would have to respond
to any project communication, preferably using the attached reply
form, or attend the public meeting. IAPs will be kept informed regarding
developments on the application by means of either fax or email.
A Public Meeting for the project was held at the Canelands Country
Club on 16 July 2007.
Landowners, where traceable, and affected by the revised buffer
line, were contacted on an individual basis in December 2007 and
January 2008.
The draft Environmental Impact Report was completed in October
2008 and made available for public review between 7 October 2008
and 7 November 2008. Copies of the document were placed at the following

A number of comments were received from institutional stakeholders
and these were discussed and incorporated into the final Environmental
Impact Report. This report was submitted to the Department of Environmental
Affairs and Tourism for review and decision making on 17 April 2009.
